Well, you're not talking about vector mapping (TomTom, et al), but bitmap. This is where you get your own map, mark at least three points to known geo coordinates, and use. You'd be talking about topo maps and aerial photos, not street routing.
Don't know whether they run on Palm, but the highest-regarded apps are Ozi Explorer and Memory Map.

What you're referring to about the topo maps or aerial photos or self scanned maps where I add some known points would work well. Now to find a product for Palm OS/Mac OS.
