The download page for Que-for-GPS10 2.80 says it will work only as an upgrader for an existing installation. Not true. I downloaded it to hard disk and then ran it and was successful in installing either to main memory or flash ROM on a Toshiba e800 running WM 2003 SE. No problem either about downloading maps from MapSource.

So what use is that if you don't have a GPS10? Well, the Que GPS setup page contains two drop-down lists, one locked to GPS 10 but the other offering a selection of input channels including USB and serial-on-COM1. I made a serial connection at my eTrex Vista (have done this for ages to use Fugawi and Anquet), set the Vista to GARMIN (NOT to NMEA, which is what Fugawi and Anquet need), and we were up and running! The only limitation I have come across is that the Que GPS page does not show satellite location or signal strength, and of course you don't expect to change settings on the Vista from Que.

My guess is that this capability is there to allow Garmin to bundle a version of Que with the GPS18PC and GPS18USB, so that they can be used with a PDA, but they may by doing so have opened it up at least to any unit with a serial connection. USB may be limited to those relatively few PDAs with USB host capability (like the Toshiba) but even then there might be a gap through lack of a driver.

Apologies for repetition if this is already well-known, but I have not found any mention of it.
