I just downloaded and expanded the 23 cam version, and was surprised to find 23 .ov2 files, and 25 .bmp files.
The 23 ov2 and matching bmp files installed fine in my TomTom overwriting their old equivalents.
The two orphans are:
pocketgps_uk_mobile_var.bmp
pocketgps_uk_specs_tba.bmp
Am I doing something wrong or is there an expalnation?

Perhaps the bitmaps have been created in anticipation of new categories.

I got just 23 .ov2 files, and 23 .bmp files.

| Thats really weird...I just downloaded again to see if they had changed it since early this morning, and got 23 .ov2 and 25 .bmp again ?! |

You are correct, the original I downloaded on the evening of it's release had 23 BMP files and a total of 49 files in the archive.
Just downloaded it again and now it has a total of 51 files in the archive. The additional two are,
pocketgps_uk_mobile_var.bmp
pocketgps_uk_specs_tba.bmp

Yes, you're right, 2 extra files.
I checked and found I somehow used v 4.034 again instead of the latest 4.044.
