road black spots

does anyone know of there is a database for the Tom TOm POIs which has road black spots. There are products like Road Angel who have a database of them, but has anyone converted that into data which can be used by other products?

Converting data collected by a third party would infringe copyright.

The problem is how to collect such blackspot information. Different people's ideas of what and what isn't a blackspot would come into play.
