Not sure why you are replying to a topic that is over three years old?
The GPS Re-Rads that were banned had a very low power output and a hence a range of a few meters at most. The risk to other users in that case is small.
Regardless, the ban exists to enforce control over devices that contain transmitters and therefore require licencing and regulation.

I found the thread after a search.
GPS re-radiators were not specifically banned at all. The legislation has been in force even before GPS existed. You may not transmit on a frequency that you are not permitted or licensed to do so. So, they are not permitted in the same way that you can't transmit on 1600MHz for example.
GPS repeaters such as those available from GPS Source can transmit GPS over hundreds of metres, not just a few feet! _________________ G1NTX AFRIN LRPS

Indeed but the devices in question here were not those.
Yes, OfCom simply chose to clarify existing legislation. The need for Re-Rads in general use (as was being discussed here, not some requirement for a high powered re-rad for testing) has long since passed as chipsets and receiver technology has improved.
