Could these phantom road closed problems be in definition of a road or lane closure when the data is input?

I mean, a lane closure or restriction, being interpreted as a road closure by TomTom.

Well, according to the Traffic England website of the Highways Agency, there's no problems at all in those places.

Correction: The M4 now has slow traffic between J1 and J2
