Surely each degree of longitude = 4 mins. 1 hour = 15 degrees. and the time is surely the same as you travel N/S. It varies as you travel E/W. It's 12 oclock anywhere on (say) the Grenwich meridian when it's 12 oclock at Grenwich.
As a quick reminder Lattitude is Up/Down and longitude is Left/Right on a map orientated north up.

The time is the same as you travel N/S but sunrise/sunset will vary (except on the equinoxes when everywhere has 12 hours of day/night). I should have made my meaning clearer in my post.
