Have you tried what I suggested ealier ? Format the SD card and do it all again, maybe there was a copying error.
If you're using a USB card reader make sure windows has copied it all and none remains cached by using 'Safely Remove Hardware' and 'Stopping' the device.
Otherwise try searching the DVD for the license.db file.

Just had a thought, did you have the actual device attached via the USB when you tried to download the maps to the SD Card?

Maybe the install software copys the license from the device itself. Don't know but I am going to give it a try.

By device i mean, the Mio sat nav connected to the usb

Hi Trevf,

You owe me a very large beer!!

I have solved the problem.

You only need to create a folder called \maps on the SD card and the maps show up.

Hi Trevf,

It definately works but just to clarify further, you need to make a folder on the SD card just called maps and let the DVD install the maps into this folder instead of \miomaps\maps
