Do you have any TomTom software installed, and if so, which version (especially of GPS)?
Which version of Sprite Backup are you using?
Version 3.1.3 of Sprite Backup, together with a recent version of TomTom GPS (3.0.7 is the latest at the time of writing) should have fixed any restore problems linked to the TomTom Bluetooth DLL.
If you have TomTom software on your machine, try restoring with the latest Sprite Backup then, if that doesn't work, restore without \Windows\ttbtdev.dll. If you do the latter, you really need to do some registry editing to sort out the Bluetooth stack afterwards - though removing (fully - it may have to be removed twice using Start Menu, Settings, System tab, Remove Programs before it has really gone) and reinstalling TomTom GPS may well work as an alternative.

You can install Sprite Backup on a machine with iPAQ Backup installed - the latter can't be removed as it's in ROM.
iPAQ / Sprite Backup 1.1.0.6 is rather old - there's been a lot of advances since that. There is a reduced cost upgrade for users who have iPAQ Backup built into their machine, which I would recommend highly.
As for your restore issue, the only option probably is to deselect ttbtdev.dll in \Windows when restoring - then uninstall and reinstall TomTom GPS in the hope that that tidies up any Bluetooth stack problems resulting from not restoring this DLL.
