No
I had a look at a decompiled version but without the support files it's a no go.
Your best alternative is Speedtrap Alert that uses the database from here. Works well IMO _________________ DashCam:

I have installed Speedtrap alert and am struggling to get the cameras to sho on the map. I pointed it towards the downloaded zip file but as far as I can see, no cameras. |

To install the cameras you need to go to :
Settings
Databases
+
Then comes the awkward bit, but OK and quick once used to it.
You need to have the zip file either in Google Drive, Dropbox or locally on the device.
When you've found and clicked the zip in STA, STA will show you the contents of the zip and you select the last in the list "pocketgps_uk_sc.txt"
Once complete, use the 3 dots to remove the previous weeks upload. _________________ DashCam:

Did we ever get a definitive answer about the Camralert App, are there any plans to get the app working on the latest version of Android? It's an app I used all the time and really miss it. Speed trap is fine but a bit of a faff, just like downloading and installing on the old Tomtoms. |

Agreed it is a faff updating the app with the latest cameras also it's very sporadic on if it is going to announce a camera or not.
But it's all we've got at the moment |

Is there any work going on to get the App up and running or has it been shelved? |

CA has not worked on some phones since the release of AndroidX / Android Q / Android 10.
The first report here was ~Dec 4th 2019 and so far there has been no official announcement regarding any development to allow CA to work on the updated Android framework for AndroidX and above.
= no one knows. _________________ DashCam:

The site owners will know whether they have the project files or whether they are held only by the developer.
There have been many requests for some clarity for over a year but nothing ........
In the meantime the very competent Speedtrap Alert is the answer. Without that I can guess that the subscription model would maybe collapse.
Given Samsung have a large market share I would have thought it beneficial to get CA updated. Plus the Apple version has issues with later OS's
I actually now prefer STA as it has more customisation. _________________ DashCam:

I'm sure I will manage with Speedtrap as I did with putting the files on the old Tomtom. It was just so convenient to tap a button to download the latest database. I suppose I could keep my old phone for use on the bike, but I'm not inclined. Que sera sera. |

CA still works great on my old MOTO G4 running Android 7 in my car. It is an old phone which I don't use for anything else. I have a Tom Tom Go Premium X for navigating and traffic. Obviously neither has had much use over the last year because of COVID etc.
