downloaded poi for Canada,and received the ones for Scotland,

There are no POIs specifically for Scotland, they are all included in the United Kingdom group.
The Canada download works OK for me, using TomTom format. Which format were you using?

Also, after changing the country selection to Canada did you click on the 'Refresh POI List' button as per the instructions?
