It's the proper way to do it instead of cherry picking roads/areas, no confusion, no excuse.

The report actually states...
"It is proposed that vehicles travelling on all of London’s red routes – roads managed by TfL – which are inside the congestion charge zone will be subjected to a 20mph limit."

There is some confusing text in there.
All Londons roads are now managed by TfL. I live 16 miles out of the centre of London and my local Hillingdon A road is managed by TfL. Something we didn't find out till it partially flooded and the council said it had to be reported to TfL as they are now responsible.
From local reports TfL are considering a blanket 20mph inside the north/south circular.
