They're very prone to that on the western stretch of the M25. Another favourite is the dot matrix signs saying trafiic jam after jubction, when the road is empty as far as you can see.

A "friend of a friend" queried this exact same situation on the M42 variable speed section. The answer he was given was that the speed limit is set automatically, reacting to the speed of traffic already in the area, i.e. if slow traffic is detected, the speed limits are automatically reduced until the slow traffic has disappeared. Too much too take in must write it more simple like
Reduced speed on gantry comes on when the motorway is nearly empty
If it is congested going in one direction and clear the other,both directions have reduced speed limits on the gantry
Hence I drive at 50mph so I am prepared for the highways agency turning there money making cameras on |

I've driven eastbound with seed limit reduced to 50 but have seen the NSL sign in my rearview mirrors on the other carriageway... :/
