I'm in 2 minds about average speed cams near schools. I think it may make it more dangerous. If the driver is spending more time staring at the speedo to make sure they are doing less than 30 for the stretch past the school then they are more likely to hit a child who decides not to use the crossing. Or they may not see the red light at the crossing because they're having to concentrate on their speed.

dont forget quite a few EU cars are not registered (let alone insured) in the UK hence the reason why some of the drivers let alone the cars cannot be found... |

May be, but after 13 times I'd think the police would be questioning the registered owner's amnesia!
Depending on your point of view speed cameras (SPECS included) are either supposed to be a deterrent or a source of income - so admitting that a vehicle has exceeded the speed limit 13 times without knowing who the driver is, is rather poor.

. I can imagine the owner sending back the form saying he was't driving and that it was the wife. Then a week later the wife getting the IP and sending it back saying it was the husband... I wonder how many times they could do that?!
