Trouble is, probably some accidents are 'caused' by sat nav, and some potential accidents are prevented by sat nav.
Of course it is relatively easy to see the accidents caused, much harder to notice the accidents which never happened but would have but for sat nav.
So if this measure goes through it will be hailed as a great success, as there will be a reduction in the accidents due to sat nav distraction. The fact that the overall net accident tally simultaneously goes up may never be attributed properly to the same cause.

Mathew j's post says it all, and brings to mind the phrase 'Only in America!'

Obviously fixed images refreshing every few seconds would take the drivers attention away from the road, possibly for several seconds, possibly a 100 metres of travel? whereas a momentary glance to confirm exact location reduces the distraction to a few metres of travel. I for one seldom check the screen, relying largely on the voice prompts.

This coming from a country where they need to put "CAUTION CONTAINS HOT LIQUID" on cups for hot drinks.

The problem is not the moving image it is where the screen is positioned.
Your eyes are more sensitive to movement in your peripheral vision, which is why you should never hang anything from your rear view mirror etc. The constant movement desensitises you to it, so you are less likely to see things like a child running out in your peripheral vision, on that side of the car or something approaching fast from behind.
The constantly changing satnav screen would have the same effect if it were positioned in your peripheral vision so you have two choices.
1 Put the satnav right in the middle of your view, probably not a good idea but it would not affect your ability to react to peripheral movement. This is exactly why head up displays are used in the centre field of view.
2. Position the satnav so that you have to glance down at it, out of your peripheral vision. Look straight ahead in your normal driving position, where you would normally be looking and without moving your eyes make sure you cannot see the screen or light reflections from it.
If you don’t believe me think back to the last time a passenger was texting at night and you kept being distracted by the bright reflection from their phone on the windscreen, that’s movement in your peripheral vision at work.
Don’t change the satnav, educate the population to use it correctly and shoot the committee who only know the “effect” not the “cause”
