Cured it. I had been using Google Chrome as my default browser and it doesn't render the MyTomTom 'Add community content' page correctly. It only shows the option to upload Community POIs (as per the screenshot.) None of the other Add Community items were there. I'd tried to upload the ogg files via the Community POI dialogue which gave me the error message.
Using Internet Explorer I get all the other options and have now uploaded the ogg files.
I also had a problem when my ov2 file names were all in lower case and the image files contained an upper case letter, as they didn't match I didn't get the images displaying. Page looks OK on my Google Chrome.

So after having used TomTom Navigator under Windows Mobile, buying the One, the 930, the XL340... I have "upgraded" to the Via 1405 TM (aka Start 20), to get newer features and especially the life time traffic and map updates.
The traffic feature functions, I can't say how good it works yet. The map update to 855 came in just fine too.
But two of the biggest pro TomTom selling points simply aren't there anymore. MapShare, even though it IS advertised on the box, and QuickFix are simply not there, but "coming soon", and if you look at old cached versions of the web site, these features have been "coming soon" for at least a year. Pretty sure that actually constitutes fraud.
Also, when I tried to navigate to a gas station today, the device informed said "Couldn't connect to the [mumble mumbles], please try again later. WTH was /that/ about?
Other than that, the POI database is as crappy as ever, not that I expected anything better. I don't think I'll recommend TomTom PNDs or software to other people again.
