Not so. The hat is usually a baseball cap, often worn backwards. The car is invariably black and almost as invariably a VW.

its the middle lane motorway hoggers that get up my nose, just had a vectra in the middle lane of the m62 doing 65, with nothing in the inside lane for miles, i tend to drift past them at 70 in the inside lane giving them dirty looks, however im afraid that by doing so i may risk being pulled by the plod for undertaking.
That said i dont see a problem with people who want to go slower than the speed limit, after all its a limit not a target.
I see a lot of tractors in the countryside doing 20mph or so as they cant go any faster and i have to somtimes sit behind them for a few miles...i take the time to admire the view, something you dont get to do when travelling faster.

| "A vehicle driving slower than the rest of the traffic" - in other words, as fast as they think they can get away with, which bears no relation at all to the posted speed limit. I've been overtaken numerous times in a 30mph limit, because I was only doing 30mph. |

With you all the way Newt. Rule 264 states that you should always drive in the left hand lane when the road ahead is clear. With that in mind, if plod pulled me I'd suggest to them that they target the driver who is clearly driving without consideration for other road users.

Sitting in the middle lane and driving slowly on the motorway cameras would be a good idea ;)
They cause frustration for other drivers & require you make unnecessary manoeuvres to get around them!

Middle lane hoggers is my main bug bear. Worst/silliest incident actually happened on Tuesday on the A127 where a van in front of me got past a tractor by using a (inside) sliproad.....

Because 264 comes first of course, so it must be more important. 
But seriously, I'm already half-complying with 268. I don't move into the left lane to overtake, I'm already there. Hence I'm keeping up with the traffic in my lane, which happens to be me.
And 267 is countered by both 264 and 268, thereby making it the least important to comply with.

No one is denying that there are Highway Code rules against it.
I'm just arguing that it is wrong to say that it is inherently dangerous, if other countries allow it without carnage happening on their roads.

too often - often have people behind me who seem to want to do 10+ limit, but when limit rises to 60/70 they seem to do limit -10
