It could be a specs camera. The red you see is probably the infra red emitter so that it can see in the dark.
You see these emitters on building near security cameras. |

It looks similar to a SPECS or ANPR camera - but why a sign saying "speed camera"? And if it is a point-to-point SPECS... then I did not see a second camera location for any point-to-point speed check.
It is however located at the bottom of a short, steep downhill gradient coming over the railway bridge, where drivers are likely to gain a few mph and push them over the 30mph speed limit. |

Just a quick reply, and may well be wrong.
There was a post on the BBC (I think) that new Spec cameras are going tobe used in London to control traffic speed.
I was going to post withthe link, but forgot - sorry to say.
No idea where, when etc, but is it possible this is one of them?

The overhead cameras look like ANPR cameras similar to this example
They don't look like either the old or the new style of specs camera. I have never seen a specs zone without a sign that says "Average speed monitoring" or similar wording. There are no markings on the road for evidence purposes which are normally present at fixed speed camera positions. The cameras are not painted yellow. I don't think that they are speed cameras.
It seems likely that some bright spark has put a speed camera sign just ahead of these cameras to slow the traffic. On the A17 in lincolnshire there are several speed camera signs positioned just before Traffic Master monitoring "cameras" for that same purpose.
The square box below the speed camera sign is a traffic monitoring device. I don't know much about them but locally they get fixed to any handy pole at the road side and are removed a few days or weeks later. The shiny metal bands securing the device to the post have not been cut to length which indicates a temporary fixing. _________________ Paul |

Yeah, that camera is almost certainly related to the London Emissions Zone. It's right near a rail-road transfer station. That massive new 'speed camera' sign is deliberately sited to make it appear as if that camera is speed related. It ain't. |
