Why not leave the vans brightly coloured and remain highly visible, after all it is supposed to be a safety camera van, being highly visible means it will be seen and reacted too in good time and will have done its job.
I have nothing against the use of safety camera vans at all, but why use a van that is larger than is required, and has a degree of camouflage.
Near where I live the Blue coloured safety camera van is deployed in areas that have darker backrounds, generally in shady areas surrounded by hedges, where the van starts to blend readily into the background when seen from 150 yards + distance .
I do not believe it is a deliberate ploy, but location dictates where the van can be safely parked up.
Unfortunately, even careful drivers react when spotting the van, causing them to brake, despite being well within the posted speed limit, as they react to vans presence and potential points on their licence.
This reaction has a knock on effect with following vehicles braking, and several minor shunts have occured .

As the vans are only ever there temporarily, this would have negigable effect at reducing accidents. It has a greater effect if the people that peristently speed eventually end up losing their licenses as they keep getting caught out by them. In practice, once people have 6 or 9 points, they start driving sensibly and that's when these vans (and cameras in general) actually start to have an effect. Trying to stop accidents at the time by painting them luminous colours doesn't produce measurable results in terms of reducing accidents, which is why they're starting to make them blend in more (as this site has reported previously). Most people do not continue to scream through villages at 50mph in a 30 limit once they're on 9 points and are about to lose their license.

And that's another good reason why the vans should be 'stealth'. If you don't spot them, you won't get stupid people doing an emergency stop right in the middle of what's already an accident black spot seemingly for no reason.

It is not a criminal offence to drive a car (at least not yet), neither is it a criminal offence to stray a few mph over the limit, especially when the speed limit is not clearly posted. The real criminals on the road are NOT the moderate speeders, but the unlicenced, un-insured, drunks, mobile phone users, drug takers - and speed cameras of any descrption do not catch these people - speed cameras are there as an easy way to make loads of cash, anyone who believes otherwise is very naive.
