What is typical integration algorithm? Does the system usually wait for GPS fix and takes network based positioning only after GPS fails? (some GPS timeout should be assumed).
Or it starts from the network based LBS and then jumps you to the GPS precise position?

I'm not sure there is any such thing as a 'typical' algorithm. What kind of wireless positioning do you refer to, WLAN or GSM?

Judging from some of the seminars I have attended and looking at the iPhone behaviour I would say:

The system will use the first positional data available. As more accurate data is available that is used until you have the most accurate position. It may be that you only have WiFi or Cell Triangulation if you are inside, but outside you should get GPS, though this will typically be the last to come available.

Depending on the SDK you are using you will also get some indication of the accuracy of the position.
