Just a thought would it make a difference if I don't have a 3G signal when I try to make the connection?

OK, once again a health warning, I am not super technical in these areas and am not 100% clear what you are trying to do..... but
on the assumption that you are trying to get Traffic via GPRS this is transmitted using the 'data connection' and not just bluetooth so you MUST have a 3G signal. Activate the data connection by going to your Start Menu and then selecting Comm Manager, the icon you need to hit is 2nd down on the right below the phone icon - like a mast with wireless transmission, once this is yellow (live) you should be OK providing of course you have a GPRS subscription with 3 (I am with Vodafone)
As far as I am aware the traffic data reaches your phone via the data connection (GPRS) and then is transmitted to your TT via the bluetooth.
I couldn't get any sort of TT data connection from their servers with my phone until I had downloaded and clicked on the .cab file as Mike describes and followed his instructions.

Yes - it will fail as it cannot contact TTs servers.
I have a TyTN II on O2 running WM6.1 and after the DUN CAB is installed (browse to it with File Explorer, click it and install to the main memory) and then it should work fine, as long as you have a data connection.
Try browsing the web from the phone first - if you can't then the TT connection is not going to work.
I know some people have had problems with DUN connections on 3 before though .........
