The POI file format is exactly the same for all versions of Navigator that support POI files, which is Navigator 1 1.40 and every subsequent version of Navigator 1, 2 and 3 for the Pocket PC.
POI Sync is just a convenient way of getting POI files onto your Pocket PC and keeping them up to date. It's well worth setting up if you're going to use a speed camera database or similar file that keeps being updated. The POIedit software used is very user friendly - though do make sure you have your Pocket PC connected via ActiveSync when you're trying to set up and synchronise POIs. The screens do look a little different in POIedit 3, but you should be able to figure things out fairly easily.
If you happen to be using ActiveSync over Wi-Fi (which I recommend if you have the necessary Wi-Fi hardware on your PC or LAN - it's much faster than ActiveSync via any other, non-network, connection method), that will work just as well as ActiveSync over a cable, Bluetooth serial port or IR.
When you have the POI file(s) on your Pocket PC, you'll be able to display them on the map (if you enable them via the File -> Properties menu option) and search them in Navigator.
POI warning (usually used with speed cameras) is something you can get into free of charge with CheckPOInt. I recommend version 2.0.2 if you want to use the Pocket GPS camera database, simply because the features to record points (so that you can mail in new cameras, and report existing cameras again with speed limit data - the latter is particularly encouraged) are much more compatible with the way the Pocket GPS database is produced.
CheckPOInt 2.0.2 is available in the Downloads area of this site. When installed, run it, tap the CheckPOInt icon at the bottom of your Today screen, and go through the various screens there.
