Hi Dave
You seem to be a man who knows what's what!
Still no joy with my SysOnChip CF Plus / TomTom 3 / Ipaq 2210 set-up.
Can't get the little dots moving on the TomTom GPS status window and therefore can't pick up any satellite signal.
Using comm port 7 and 4800 baud rate as this seems to be the default, power light comes on on chip, but still will connect.
What am I doing wrong???

You need to follow this document because I'm told that some of the later ones are in SiRF mode and not NMEA and on 38400 and not 4800. I would connect using WinFast Navigator and manually switch it to NMEA 4800 before you try TomTom again.
