I spotted something about this last week in my local Argos - is this a specific Argos offer or is it applicable to other retailers too?

It's an offer TomTom make to every new purchaser but it is limited to a trial period and as has been said is of poor quality (although I would say that!).

You cannot change warning distance or alert tone/voice. There is no mobile coverage and updates are less frequent than ours. Oh and it is more expensive.
