If you fill a phone with features such as cameras and text people use them and some use them the break or bend laws. There is is some nasty stuff on the web, as people can use it, some do. Cevelopments like digital and satelite TV chanells also get used, people don't just sit around and say I am not going to use that.
When you put a 4 pot lump in the family runabout that will hurl it down the road at over 100mph if you do not train the user to use properly when you have are giving them a licensing them to do so you the Government are at fault! And if you fail do keep your roads up with the tecnology advances of vehicles when you are taking more than ample ammounts of cash from road users Government shows a recorld level of negligence and lack duty of care to its people!
You might as well expect 24 hour drinking and everyone to stay sober so police are not policing drunks and hospitald not wasting NHS cash on fixing up people injuries from drink related industies.
Stand in any train station or airport and watch the anger and frustration of passengers who can't make their journeys on time or witholut delay. Then equate that to motorists with a lethal weapons on the end of their steering wheels when they are stuffed by traffic hold ups due to bad planning and under funding of the raods infrastructure when compared to the finacia gain that Government has exstracted from road users.
"when things go right do nowt, when things go wrong fix them" so why haven't they spent money on the freekin roads if that is the case?
If the Government cant afford to lose income how come they can afford unwanted war and billions wasted on so called asylum seekers and illegal immigrants, benefit bonanza and planned Blair Force 1 and Scottish and Welsh Parliaments etc etc.
Police do nothing about bad driving generally, i watched an elderly guy sweep across two lanes of the M27 without looking as he nealuy caused a muiltiple pile up and the motoway Police Patrol Car with its blue lights flashing had to brake hard and swerve onto the hard shoulder to miss him. The guy hunched peering as though he couldn't see failed to notice the patrol car then alongside him with Blue Lights still flashing. I witnessed the two officers look to one another shrug their shoulders and then pull a mondeo driver who went past doing about 80 mph.
I am a very high mileage driver and have witnessed countless acts of dangerous road use being ignored by Mr Plod whilst they a quick to jump at speeding!
Government is to blame for under investment on roads and causing the frustration that leads to dangerous and reckless driving! Many drivers are driving for their jobs with targets to be met. Government is also to blame for the financial pressure caused by it poor financial policies and constant demands for more tax's and putting undue pressure on business drivers to reach targets and maintain their incomes.
Take a business user using a diesel van paying much more for his diesel than his continental counterpart, the UK driver has to work harder to pay his excess fuel tax over the european and then he has to cope with government made road chaos. So when he sees open road, does he stick to 70 or does he risk 80-85mph to meet his target and keep his job and spend time with his family?
The more pressure people are under tax wise and cost of living wise the more break down in the family unit , and the more pressure you have to put your foot down and grab a bit of speed given half a chance with the chaos we endure on the roads.

I've been reading this thread with interest especially with respect to the stealing of numberplates to put you in a place you weren't in - of you get my meaning.
One possible answer tro this which could help you prove where you were would be to include in GPS systems a logging system which could retain your position (and speed?) for say a week and then you could download it to your own computer database at regular intervals.
