I reinstalled my map onto a new memory card and didn't have to reactivate, so I would say the activation is stored in the TT installation directory on the PDA itself. This means if you do a hard reset, you will need to reactivate.
What I have done is kept a copy of my activation key from the activation website and can reenter as and when necessary without having to do the website thing. _________________ HP iPaq rz1710

If you register an account on the TomTom website, you can store details of your product code in your account. This is very useful if you forgot the product code, or lose the CD.
If you click on the Product, you’ll get the Activation code, the Device code, and the date of activation.
Also consider getting Sprite Backup, if you have an iPAQ it only costs a few US dollars to buy the full product. I can vouch that Sprite Backup works after a Hard Reset whether it was intentional or not (i.e. battery drain)!
