Germany is in zone 1 and is replaced by Italy in zone 2.

No, I'm just wondering if a) these ARE available as I couldn't find them via TTHome and, b) why are they about with "zone 1 & 2" maps |

You won't be able to find the "zones" to buy individually in Home, because you always still buy the ENTIRE map; it's just that for some models (those with limited storage space) once you've bought "Europe" for example, you can only download and install one zone (of that particular map) at a time.
I think the confusion is just down to the crappy way they have laid out that web-page, so there are no gaps between the descriptions for the different maps.
The "Europe" map (which was originally called "Western and Central Europe") is now divided into FIVE zones:
Southern,
Northern,
Western,
Central and
Eastern
- the first five on that web-page.

Next, as I read it, the "Central and Eastern Europe" map is now divided up into TWO zones:
Zone 1 and
Zone 2
---------------------
Next, the US+Canada map is now divided up into FOUR zones:
United States
Western US and Canada
Eastern US and Canada
Northern US and Canada
