Hi guys, me again.
Just upgraded my ONE V2 to firmware 7.162 and added Western Europe and USA/Canada maps (both v7.20).
Now then, if my device is connected to a charger, it starts up and shuts down normally via the power button.
If I disconnect the charge lead, I cannot start the unit unless the charger is reconnected.
However, once the unit is up and running, I can remove the charger and it will continue merrily on internal battery power.
At first I thought that it was due to the internal battery being low, but having charged it up, it makes no difference.
Finally, if I remove and replace the SD card whilst the device is powered down, I can turn it on. This appears to result in some sort of reset as it takes longer to power up, and you get the blue/yellow progress bar across the bottom.
Any ideas? Just spent hours fiddling with this and it still isn't right!!
The wife had exactly the same problem, same model and program version.. Like you I played around with the reset thing to no avail..
In desperation I had a rummage on TomTom's support pages, with surprise I found the following DID cure the problem:

My TomTom device won’t turn on. How can I reset my device?
Answer:
In rare cases, your TomTom device may not start correctly or may stop responding. If this happens, try resetting your device. A reset does not delete any data.
To reset your TomTom device, do the following:
1. Check that the battery is charged properly.
Charge your device for at least 2 hours before trying to turn it on again. Make sure the charging light on your device is on.
2. Remove the SD card.
3. Reset your device.
Use a straightened paper clip, or something similar, to push the reset button for 15 seconds.
4. Turn your device on.
Press the On/off button for at least 5 seconds.
