Why does ActiveSync not recognize my iPaq 314(316).I see all the time "not connected" message.Thus I'm not able to install any third party apps.

Firstly what version of AS are you using and what OS have you got on the PC, is it Vista, XP or something else?
You can get the latest Active Sync release from This Page if you have XP - Mike

I use Win XP (SP2).I tried AS 4.5 but as a matter of fact Win CE IS NOT in the list of supported programs...Than I tried 4.2 which claims to support Win CE but with the same result.
When for example I install Total Commander the program prompts me to specify location but at the end of installation I see a message from AC that the progral is goin to be installed the next time the device is connected to the computer.Nevertheless TC runs smoothly.Not the same story with Ozie as I said.
I,m also having problems with the TCPMP which does not recognize neither avi. nor mp4.
If it has anything to do with it, my device is actually iPaq316 (for the Eastern Europe).

Using TC Control Panel go to USB client and change settings to serial class.
