Dim Navman Pin 570

When I try to change brightness via settings - it goes from "OFF" to "dim" but does not get any brighter than dim (irrespective of slider in settings. Same on battery and external power. It will go bright though but only when it is on charge (it flashes from dim to bright). Have tried hard reset, uninstalling all extra software etc. Anybody any ideas?
