3 mph speed warning in Garmin 350?

Can anyone help?

I am having a problem with my Garmin Nuvi 350. All the .csv files in the variable speed files that have a @0 after the Gatso, for instance Gatso:14661@0 default to a speed limit of 3 mph warning. If I change the @0 to 10 it gives me 10 mph but 0 or nothing gives 3mph.

Is this a Garmin software problem or is there anything I can do?
