using bluetooth gps with ipaq 2210

i have downloaded tomtom5 onto my ipaq 2210 and it seems o.k. i have a bt-23 bluetooth gps receiver to use with it. i have paired them using the passkey. i get an outgoing connection but not an incoming one and when i try to use tt it says 'no gps device' and no satellites are picked up. both the receiver lights flash. i don't know what i am doing wrong and if one or both are not working properly. this has been driving me mad for days and i am sick of fiddling with them. can someone help? :x thanks in advance.
