Just got an i3 and the time is off not just by hours but by minutes. Is there a way of setting the clock?

Have you set the correct time zone in Settings?

I think so (Western European). However, even if that was set wrong would it explain the minutes being off?

To clarify, now at 12:54pm it says 8:37am

Set the time zone to Iceland. This is a more accurate time setting for the UK believe it or not. GMT runs straight through Iceland.

Has the i3 had its first satelite fix? This will cure your time problem
