Software help needed.

The problem. I do a lot of driving round an area that is using a standard 15:000 OS map, with a overlay printed on it. What I would like to be able to do is to scan in the map (with the overlay) and put it on to my PDA. I would then like to be able to see where I am on the map at any point in time with my location on the middle of the screen (provided by the onboard GPS). It would be grate if I could make a route on the map and then follow it as I drive and then get ride of it at then end of the day.

Does any one know of a software package that can do this? Free is best Shareware is ok and a small cost is acceptable.
