GPS Question

Hello,
I don’t know a whole lot about GPS so…I was wondering if we had 2 people (say Joe and Steve). Joe has a GPS receiver on his armband and is 1mile away from Steve (on foot). Steve has a GPS enabled PDA. Is there a way to synch the 2 devices so that Steve is able to see just Joe on his PDA? If so how?

GPS is passive - you can receive the data that helps you to determine your position, but you don't send anything. Hence you need another transport to send that information (your location) somewhere.

The mobile phone network is an obvious choice (albeit questionable in remote areas). You can assume that both PDAs are connected to the internet via GPRS or similiar, and then they can exchange messages (including their location data)
