yes, use dumpov2 or poiconverter to extract the POIs into a flat text file. Make sure to specify a period as decimal separator for lat/lon otherwise it wil conflict with the comma that is used to separate fields.

or use the CSV files that are in folders in the ZIP file download.

Or use Richard's aka Oldie POIConverter program which will open a ov2 file and save it as a Autoroute csv file.
