Does GPS Hardware Have to Match Software?

Hi, Im a Newbe and was wondering if I can buy one of the bluetooth GPS devices does it matter what software I buy to use with it? I am in the US and am looking for a desent travel software (3D is not required) and also some Topo software of the different states. What is an economical device and some softwares that I could look into. Again I am looking for the best bang for my buck.

Generally software and hardware is independent. There were a few companies that tried to lock down on this and force users to only use their own combination (like the older TomTom Mobile) but that is a futile attempt and doesn't seem to be happening that much any more.
