sorry for the dumb question butI'm trying to send somebody a private message but it seems to be stuck in my outbox .how do I send it ?
I figure it has'nt gone yet as my sent items box is empty

If the PM is still in your outbox, then the recipient hasn't picked it up.

Once the PM is in your sent items box, the recipient has opened it.
