Speed Camera "csv" file query

In the "Speed Camera" database, along with the various speeds for the fixed, mobile and red light cameras there is a file for each camera type which looks like this "pocketgps uk gatso tba.csv"
Do I need to load this "tba" file as well and what does it stand for?

These are the rest of the cameras for which the speed is not known. You need these to complete the set.
