I have a Garmin Nuvi 1490T that I got 3 days ago. It has worked perfectly up until now. It is stuck booting on the "Garmin" splash screen and won't go past that. It won't hard reset and it shows the same behavior whether unplugged or plugged into USB or car charger. If I try to hard reset it, the screen just flashes white and then gets stuck on the splash again.

I think your best bet is to return it to the shop where you purchased it and either get a replacement or refund, and quote the sale of goods act, not being fit for purpose.

Can you see it as a Nuvi drive in windows? If so and you cant return it I can probably get it going again but it needs the firmware reflashing.
You need to get hold of a copy of GUPDATE.GCD for 1490T and copy it into the HIDDEN system folder on the nuvi. Then power on/off again and it will reflash the firmware. If you arent capable of doing this I could do it for you but you would have to send it to me and pay return postage.

If you cant see it in windows it will need a service flash which I can also sort you out with.

This is only if you cant return it under warranty or do it yourself.

SEE THIS HERE

It will still be covered with Garmin UK so you could just send it to them if req.If you registered it they will have warranty details.Did you back up your nuvi b4 using it if so try restoring.
or try holding power button on for 10secs.
