avian - I find with my Garmin the best TMC signal is when I have the aerial vertically. Not against the windscreen, because that slopes.

BUT - with my Sony, I extended the aerial with a little metal Maplin telescopic thing. Then I run the Sony flexible aerial up the windscreen vertically to the top, then put the the metal telescopic aerial horizontally across the top of the screen. So you get an L shaped configuration.

That works best for me.

Both units are quite sensitive to the vehicle - whether it's the glass used in the car or what I don't know, but the same journey in two cars gives very replicable results. In one, TMC always kicks in at the same point. In the other it always kicks in at a different point further down the road.

However - open the window on the "poorer reception" car and dangle the aerial out (not very practical) and you get a signal much earlier.

The poorer car is a very old (97) Rover 220, so not exactly replete with thermal glass or heated front windscreen or anything.

Try making an L shape with your aerial.
