Help with Medion MDPNA 100

I just bought this PPC for few days and noww is stop working.
I hard reset the ppc and after that i expect to ppc boot normally and to lose the settings and some progrmas, but surprise the ppc does not boot up at all. It start in some kinda DOS program and stucks.
What can i do, it costs me a lot and costs me more to send back to repair.
How can i re install the windows with some programs load into the card and when i reset again to boot from card and restore all the windows settingsand also the windows system. Please send the answers to adrian.raceanu@xnet.ro or YM adriancristinac
