There's various (proprietary) techniques to use the P-code transmissions in "codeless" mode, which, I understand, rely on having both a L1 and a L2 receiver. It finishes up that you don't actually need the decryption keys to get some useful additional information out of the P code, but you can't use it as an authorised user with the decryption keys can with this kind of equipment.

Receivers that employ "codeless" techniques cost a small fortune and are only necessary when very high precision is needed, such as in surveying applications.

The modernisation of the GPS is going to introduce two new civilian signals which won't be encrypted - one on the L2 frequency that's currently military only, and another on a new frequency, to be called L5.

However, probably the more significant thing for European GPS users that will happen within the next year or so will be the commissioning of EGNOS, which aims to reduce the horizontal positioning error to 1 metre (at 95% confidence).

You can read more about GPS modernisation here and more about progress towards EGNOS here. Finally, ESA has also decided to launch a European run global positioning system, called Galileo - more about that here.
