Dummy Speed cameras

Interesting - I get warned about every 'camera box' along the M25 western section between junctions 11 and 15 but I assume they must be dummies as I see the same cars zooming along this section every morning well above the 70 limit.

Just before the M4 (junction 15) clockwise, the M25 is 6 lanes, 3 for remaining on the M25 and 3 for joining the M4. The normal situation is almost stationary traffic in the 3 lanes for the M25 but the M4 inside 3 lanes are almost clear.
As a result all 6 lanes have a 40 mph variable limit set.
Most drivers, including myself, tend to be nearer to 50, or slightly higher along these 3 clear lanes.
I would have expected a ticket by now if they worked?
