All sorted thanks to some other help that pointed me in the right direction;

1) Using XP Pro, open Sound Recorder
2) Disable input device (microphone)
3) Press 'Record'
4) Press 'Stop'
5) Use 'Increase speed by 100%' multiple times; run time now 0.01 sec
6) Save silent.wav
7) Open Ogg converter
8) Convert file silent.wav to silent.ogg
9) Save silent.ogg
10) Open POIextend
11) rebuild data.chk and navigator.exe to use silent.ogg
12) save changes and import back to the iPAQ
13) Enjoy the sound of silence! :-)
