I learned that Navigon don't make hardware anymore and I like their app the best, so... I think I can install the Navigon app on another device and make a modern Navigon satnav.

This seems to work,. It it omits the TFW section entirely and requires a conversion to LAT/LONG. It imports fully scaled and calibrated, although I don't yet know if it's done correctly:

I just found this sample file which works perfectly:
